On October 3, 2016, the Italian Chamber of Deputies hosted the first EUPADRA inaugural conference. The conference’s morning session was opened by On. Prof. Michele Nicoletti (President of the Italian Delegation to the Parliamentary Assembly of the Council of Europe | PACE). After and introduction by prof. Nicola Lupo, Director of EUPADRA, the morning session hosted a keynote speech by Iain Cameron on “Democratic Institutions between Transparency and Secrecy”, followed by a Round-Table, chaired by prof. Javier García Roca (Director of the Constitutional Law Department, Complutense University of Madrid), where distinguished scholars and professionals discussed on “Open Parliaments: How New Technologies Are Changing Their Organization”. Among them: dr. Fotis Fitsilis (Hellenic Parliament), dr. María José Martínez Iglesias (European Parliament), dr. Giovanni Rizzoni (Italian Chamber of Deputies), and prof. Rafael Rubio Núñez (Complutense University of Madrid).
The afternoon session hosted a keynote speech on “Parliamentary Structure and Digital Democracy” by prof. Cristina Leston-Bandeira (University of Leeds) and was followed by a second Round-Table, chaired by dr. Giovanni Rizzoni (Italian Chamber of Deputies), where prof. Iain Cameron (University of Uppsala), prof. Piedad Garcia Escudero (Complutense University of Madrid) and dr. Luigi Gianniti (Italian Senate of the Republic) discussed on “Parliaments and Public Engagement”.
In the evening session, the programme of the Master was described by prof. Nicola Lupo (LUISS Guido Carli, EUPADRA Director), prof. Javier García Roca (Complutense University Madrid) and prof. Giovanni Piccirilli (LUISS Guido Carli).
Finally, the Master was officially opened with the interventions of prof. Giovanni Orsina (Deputy Director of the LUISS School of Government) and prof. Enzo Moavero Milanesi (Director of the LUISS School of Law).
