LUISS – Libera Università Internazionale degli Studi Sociali Guido Carli is an independent university based in Rome, Italy. It was created out of a pre-existing Roman institution, Pro Deo, between 1974 and 1978. Currently LUISS offers an innovative educational approach at its four Departments: Economics and Finance, Business and Management, Law, and Political Science. Its goal is not simply to convey knowledge but to “instill flexibility” in young people, giving them a sense of mastery over their future.

School of Government
The School of Government (SoG) of LUISS Guido Carli operating since 2010, is a graduate school training high-level public a nd private officials to handle political and government decsion-making processes. It provides theoretical a nd hands-on skills of g ood government to the future heads of the legislative, governmental and administrative institutions, industry, special-interest associations, non-governmental groups, political parties, consultancy firms, public policy research centers, foundations and public affairs organisations. Since its establishment, over 1300 students and government professionals from over 30 countries have attended its post-graduate and executive courses.
School of Law
LUISS School of Law (LSL) represents an innovation in the field of legal studies in Italy. LSL was conceived within the framework of the international strategic objectives being pursued by LUISS Guido Carli. It is targeted to whoever intends to acquire or further develop outstanding legal training or to deepen the scientific research in the various branches of Law with an international focus.
The teaching activities proposed by LSL aim both at students wishing to continue their studies at an advanced level and at those who are currently working and wish to specialize. Therefore, the background and the level of participants of LSL training courses are quite heterogeneous, including, alongside recent graduates, professionals with significant professional experience.
The study of parliamentary procedures and legal drafting is a core element of the academic programs offered by the LUISS. In particular, EUPADRA builds upon the long and consolidated experience of the Master in Parliament and Public Policies that has been active since since 1989 and is associated to the LUISS Centre for Parliamentary Studies.
Center for Parliamentary Studies
The Center for Parliamentary Studies works on the observation and the interdisciplinary research on procedures, organisation and composition of the two Chambers of the Italian Parliament, and their relationships with the European Parliament and the regional Assemblies. The Centre coordinates the activities of scholars and researchers in the fields of:
• Parliamentary history
• Sociology and parliamentary statistics
• Parliamentary law in Italy and in the EU
• Legislative drafting
• Parliamentary and budget procedures
